BREAKING: EFCC Arrests Sacked Refinery MDs Over Missing Billions

In a major development shaking Nigeria’s oil sector, the Economic and Financial Crimes Commission (EFCC) has arrested the recently sacked managing directors and top officials of the Port Harcourt, Warri, and Kaduna refineries following the discovery of N80 billion in the account of one of the former MDs.
The arrests come as part of an ongoing investigation into the alleged mismanagement of a staggering $2.9 billion earmarked for the rehabilitation of Nigeria’s state-owned refineries.
Findings by PUNCH reveal that the anti-graft agency is probing:
$1.5 billion allocated to Port Harcourt Refinery,
$740 million to Kaduna Refinery, and
$656 million to Warri Refinery.
The ex-Managing Director of Port Harcourt Refining Company Ltd, Mr. Ibrahim Onoja; the former MD of Warri Refining and Petrochemical Company Ltd, Efifia Chu; and the former MD of Kaduna Refining and Petrochemical Company Ltd, Mustafa Sugungun, are all currently in EFCC custody.
A top EFCC official, who requested anonymity, confirmed the arrests to PUNCH on Friday, stating, “We are investigating the money that was released for the rehabilitation of all three refineries—money disbursed in recent times. All the principal officers within that time frame are being invited.
“Some have been arrested already, and we are still on the lookout for others. Nigerians are interested in seeing our refineries work. We are asking: where is the money, and what has happened to the refineries?”
An internal EFCC document obtained by PUNCH, dated April 28, 2025, and addressed to the Nigerian National Petroleum Company Limited (NNPCL), confirmed that the probe also includes the immediate past Group Chief Executive Officer of the NNPCL, Mele Kyari.
The document lists 13 other top executives of the NNPCL currently under investigation for alleged abuse of office and misappropriation of funds.
As the EFCC widens its net, the nation watches closely, demanding answers and accountability for the billions meant to revitalize the country’s critical oil infrastructure.
